DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD AT LITTLEHAM VILLAGE HALL ON THURSDAY 11 JANUARY 2018

1922 Matters Arising – Not Covered by Agenda
Snow warden – Cllr Haddrell raised concerns previously, has contacted people but not heard back from but has put a plea in the ‘Crosslit’ to try to co-ordinate, Cllr Smith advised that he has equipment to use in emergency (vehicle removal) but not for routine tasks. Cllr Corkery said we were in a better position than previously in that we do have supplies.
Edge Mills, Mr Lowry – Nigel Marshall has advised that there is no time limit for removal of building
Waste dumped by DCC – Cllr Hellyer has contacted highways about waste removal. She will be updated when they have actioned. Cllr Hopkins pushing for reply. Clerk to forward response when received.

1/1061/2017/FUL – 2 Old Moor, Littleham – Two storey extension to provide additional accommodation and erection of detached garage with storage space above. – Refused – Cllr Phillips felt that more comments should have been made by parish council – comments from the original application should be reiterated.
1924 Reports from District & County Councillors.
Cllr Pennington – Gone through transformation programme. Moving staff to Riverbank House, people not knowing where it is. Bridge Buildings going to be redeveloped by TDC and not sold as previously advised. TDC own Burrows and lot of damage done with high tides, rubbish exposed. Concern for the future. Erosion to the golf course. Budget time looking to approx. 3.5% increase in council tax. Representations can be made on Beaconside. Will look to provide grant for defibrillator. Cllr Phillips asked if any update on travellers site. Cllr Pennington advised that ‘its been held in abeyance’. Cllr Stevens asked about the closing of Littleham Lane as a result of the residential development near Abbotsham Roundabout – Cllr Pennington advised that the details would be submitted at reserved matters
Cllr Hellyer – Submitted report (annex 1), had 2 parishioners contacted her and parish council – will be visiting village with Julian (DCC) to look at the concerns. Cllr Corkery asked if parish councillor could attend to look at drain issue. (Potentially Thursday 25 January). Cllr Haddrell and Cllr Smith gave contact details to Cllr Hellyer. Cllr Hassall – DCC HW budget – thought government had granted additional funding for roads, that money has been ringfenced, money is only to maintain and not to improve.
1925 TAP FUND 2017-2018. Discuss use of funds £418. Contact Peter Soper – can it be ringfenced, and can it be used for defibrillator
1926 Shed at Village Hall – felt gone, doors not closing and locks broken. Cllr Hamilton to contact Michael Smale for quote for repairs
1927 To discuss practicalities of placement of a defibrillator in Littleham and adoption of phone kiosk –
Adjourn meeting whilst Mr Peacock spoke. Since October has had 2 groups approach him. Glad parish is taking it on. His desire, he’s worked on them over last 15 years, ideal position on wall of Methodist Chapel. Phone box – no access/turning available there. Hope its going to be adopted by Ambulance Trust, it will need to be unlocked, who’s going to be behind it – ongoing work of training and maintenance.
Meeting reconvened – If has to be left unlocked then no mobile signal required. SW Ambulance lays out procedure. Cllr Atkinson had read that Ambulance Service advise seen that it only has a 200m radius. Cllr Hopkins, how we are going to fund, SW Ambulance responders maybe able to come and speak to us. Villagers supporting it and parish feel that it is required. Cllr Corkery – are the parish responsible for supporting it or should the village should be supporting it. Mr Peacock advised that there are likely to be villagers to organise it. Committee needs to be set up amongst villagers and approach parish council. Cllr Haddrell doesn’t feel that money is the issue, but that whoever organises it realise there is an ongoing cost. Better to buy one rather than renting. Cllr Smith advised that if it is at the Chapel it defibrillator would need to be unlocked. Feels that chapel would be happy to allow outside wall to be used. Cllr Fishleigh suggested that a committee needs to be set up with a couple of Littleham parish council, we are happy to support it. Cllr Fishleigh propose write up in Crosslit asking people to come forward to set up a committee and 2 parish councillors join committee. Cllr Hopkins seconded, All agreed, Cllr Atkinson, Hopkins and Haddrell will organise a meeting, Cllr Haddrell to put in Crosslit.
1928 Parish Precept – Cllr Atkinson proposed to keep precept at last years amount, seconded by Cllr Haddrell, all agreed
1929 Update on Website. Clerk has now had training. Few bits need to be added before going ‘live’. Cllr Haddrell to email clerk two photos (original size) for heading. Clerk will put new website details on existing website. New website will list planning applications with hyperlinks.
1930 Phone box in Landcross – Cllr Fishleigh – notice in box 15 October 2016, no where to put money, or card, not working, wont receive calls
1931 Finance & Insurance:
a. Report on Bank Balance – Clerk reported details of bank account

Cheque 237 – payment of £63.98 to clerk for phone expenses (September to December) and ink for printer
Cheque 238 – payment of £600 to Vision ICT for setting up website
1932 To consider correspondence & communications requiring attention. Telephone call from Mr Samson, who lives next to the phone box in village asking if defibuillator can be put in phone box, courtesy call that we are going to organise a group

Beaconside – want to have licence for live music indoors and out and alcohol Monday to Saturday 12.00 to 01.00, Sunday 1200 to 2300, Concerns about noise travelling across the valley, usually have a SEN (Special event notices) only upto 12 times a year. Cllr Phillips advised issues are noise and traffic. If we want to put in a representation needs to be done by 17th. Cllr Smith has had 4 people contact him. Can raise concern about noise on people and animals. Cllr Fishleigh concerns about alcohol licence from 11 am to 1 am. Events buildings being erected and application. Cllr Phillips - put in objection for licence for noise on grounds of residents and animals for both Landcross and Littleham. Instances in the past of noise across the valley, previous instances from noise disturbance and complaints have been raised from residents to parish council. Cllr Smith seconded. Cllr Atkinson – Apps Springs, Mrs Fisher contacted him re tree routes dug through for trench. Visited by Mr Macfarlane (Tree officer) advised that he doubted that any damage been done, and would be overlooked. Letter to Mr Macfarlane that damage to trees roots would occur and trench dug,
Cllr Haddrell – Footpath behind Cllr Atkinson, no one owns it, if horse riders want to use it and that they can maintain. Hardstanding at top of lane prevents getting through. Cllr Hassall advised that there was a deadline for getting footpaths, not registered on to rights of way mapping.
Cllr Fishleigh – Perspex smashed on notice board at Landcross, request Paul Street to fix it.

Report for Littleham and Landcross Parish Council from County Cllr Linda Hellyer
January 2018
I don’t have any particular Littleham or Landcross specific news at this time.
I have been contacted by two residents about separate issues.
· Mr &Mrs Paul Lynn, Nether Boundstone, who are having problems with a large pothole and also a possible blocked drain.
· Mrs M Galvin, South Heale Cottage who wants “Slow” painted in the road
· Debris left by DCC in the layby towards Abbotsham Cross-hopefuly only temporary dumping of way soil after ploughing.
I have reported all the above issues on the DCC website, and will be following up with site visit this week, accompanied by the highways officer.
Highways are very busy at the moment and Skanska seem to be a bit behind. They did get called out 278 times between Christmas and new Year. If folk can please bear with them, while they catch up
In what seems like an age ago, I as asked about markings drawn on the road near Hoopers water and towards Moorhead. The road markings had been subsequently washed away in the rain. I did check, the markings were just put there to help the officer identify and cost future works.
The County Council budget for the next year is only provisionally set at the time of writing. However, all indications are that the budget for Highways will be reduced again this year. The budgets for Children’s services and Adult social care have to be greatly increased. There has been a large increase in the number of children with complex needs. We have an increasing number of adults with disabilities, which will necessitate those budgets being increased.
Other news:-
· Work has commenced resurfacing Mill Street, Bideford. The message to get out is that it is still very much open for business.
· Work is also underway replacing the expansion joint at the west end of the Torridge Bridge. Most of this wok will be carried out overnight (7pm-7am), with one carriage closed operated by traffic lights.
· For 3 weeks during January, some additional works will be carried out on the bridge, checking on the current condition of the steel cables that are buried within the concrete bridge deck. These works also be carried out overnight to minimise disrupt
Residents can report most issues themselves via the Devon County Council “report a problem” website. If they do this they will get an email with a reference number so that they can track what happens. It is an automated response so it always gives a date about 2 weeks in the future that they will look at the problem by.
